Town Subdivision (TS) is one of the two survey districts used by the Singapore Land Authority. Land parcels in the city area are identified with the survey district ‘Town Subdivision (TS)’ while land parcels in the rest of Singapore are identified with the survey district ‘Mukim (MK)’.

Development owners may, through a Qualified Person, apply to the BCA for a Temporary Occupation Permit (TOP) before applying for the Certificate of Statutory Completion (CSC).
A Temporary Occupation Permit (TOP) is the permit from the Building and Construction Authority (BCA) to allow building owners to occupy the premises when key works have been satisfactorily completed and certified by the other authorities.
A further application to the BCA to obtain the CSC is required before the TFP lapses.
The PUB and the NEA also use the terms ‘TOP’ and ‘CSC’ for their respective permits and certifications.

The development owner can apply for a Temporary Fire Permit (TFP) from the SCDF to occupy the premises for a limited period before obtaining the Fire Safety Certificate (FSC). This is subject to the amount of the fire safety works have been satisfactorily completed.
A further application to the SCDF to obtain the FSC is required before the TFP lapses.
